As requested:
This mod allows you to hand a baby to any Sim(teen or older) see screenshots.
Only download
one

Is there something on this (or could it be added) to prevent Sims from being able to leave the lot carrying the baby?

They don't leave the lot carrying the baby they will hand the baby to another sim before leaving:)
edit: or drop the baby on the ground before leaving.

I think if you don't have the patch for the base game (TS2) then sims can actually walk off the lot with your children. I'm not sure which expansion packs or games you have though.
