Apartment Life Build Mode

ok, i know you can only use wallpaper and floor to change the apartment. But sometime i change my mine i want to reconstruct it, during sim living in the apartment.

is there any way to unlock the build mode, like wall, staircase..etc..
also they any chance to put objects out of the apartment during game.

Yes.  Enter an apartment, whether it's occupied or not, then go to the Option Mode and type out the following cheats.

boolprop aptbaselotspecifictoolsdisabled  false
boolprop aptsublotspecifictoolsdisabled  false  ( I never use capital letters)

Then go to the buymode first and buildmode to see if the cheats are being activated. This is the way I do it. You may have to enter the cheats several times to make them work.

Another cheat is available, but it is a rather lengthy process.
 
In the lot that you want to build on, enter changelotzoning residential. Save the lot, exit to neighbourhood. Enter lot again, you can now build as usual.
 
(You will notice the green square above the apartment lot is gone). When done, enter changelotzoning apartmentbase, save lot, exit to neighbourhood. The green square should be back.
 
It would seem though, that you have to do that BEFORE moving SIMS into the lot. I tried it the first time, with SIMS already living in an aparment, and kept having my game crash on me when rezoning to apartment. Tried it without sims, and voila, it worked.
 
This is a bit of a lengthy process, not really to my liking.

Has anyone else had problems with the aptBaseLot....ToolsDisabled false cheat? I've tried it several different ways and still can't get it to work. I really need to tear down a wall to make room for a double bed (because EA hates them).

Also, does anyone happen to know where the closets are located? They're not in buy mode, and I think it's incredibly stupid that they should be in build mode.

You need to use aptSublotSpecificToolsDisabled false on an occupied apartment.
