Unfortunately, this is not true. It's spring, but it's raining all over the Southern and Southwestern states. In Rio, it's horribly cold and wet.

Excuse, but I had in view of in comparison with Russia. I doubt, that in Brazil happens at least-30 C colds in the winter.

In Yakutia (a part of the Russian Federation) the temperature falls to (−) 47,0 °C
In my city in the winter  (-) 18-22 °C
Therefore Brazil for me the country of the eternal sun and summer.

Let me offer a gift: *link removed*. It's a cable-TV show where a brazilian reporter visits people living in the Rain Forest. There some ethnical clothes (eventually some "ethnical nudity") that you might like to transform into Sims clothes
